I. REPORT OF MARRIAGE

The marriage of Filipino nationals solemnized in Morocco, Mauritania, Mali, Senegal and Guinea Conakry must be reported to the Philippine Embassy in Rabat soon after the solemnization of such marriage.

General Requirements:
1.) Personal appearance of both contracting parties.
2.) One (1) duly accomplished Report of Marriage Application Form.
3.) Original Marriage Certificate issued by the Municipal or Local Authorities with English translation and apostilled by proper authorities of issuing country with four (4) photocopies.
4.) Original passports of the contracting parties with four (4) photocopies.
5.) Four (4) passport sized pictures of both contracting parties.

Note: The Consular Officer reserves the right to require additional documents upon assessment of the application, pursuant to relevant laws, rules, and regulations.

Additional Requirements:

For Late Registration of Marriage (Report of marriage filed one (1) year after the date of wedding ceremony)
• Notarized Affidavit of Delayed Registration of Marriage (One original and 3 photocopies).

For annulled applicants
• Present the original and four (4) photocopies of authenticated Judicial Decree of Annulment or Declaration of nullity of his/her previous marriage apostilled by the DFA.
• Original and four (4) photocopies of the annotated marriage certificate issued by the PSA

For widowed applicants
• Submit original and four (4) photocopies of death certificate of former spouse from (PSA) and apostilled by the DFA

For divorced applicants
• Submit original and four (4) photocopies of the court order recognizing the divorce decree obtained abroad.

Processing Fees:
- Report of Marriage Fee: 250 DHS/25 USD
- Notarized Affidavit of Delayed Registration of Marriage: 250 DHS/25 USD

II. SOLEMNIZATION OF MARRIAGE WITHIN EMBASSY PREMISES

Marriage between two Filipino citizens (a man and a woman), who are both at least 18 years old, may be solemnized within the premises of the Philippine Embassy.

General Requirements:
1.) Personal appearance of both contracting parties.
2.) One (1) duly accomplished Application for Marriage
3.) Original and four (4) photocopies of passports or residence ID’s of two (2) witnesses (contracting parties are encouraged to bring only two (2) witnesses to the wedding ceremony).
4.) Four (4) passport size colored pictures of both contracting parties.
5.) Marriage License.

Requirements for Marriage License:
1.) Original and four (4) photocopies of Birth Certificate of the contracting parties issued by PSA and apostilled by the DFA
2.) Original and four (4) photocopies of Certificate of No Marriage Record (CENOMAR) issued by DFA and apostilled by DFA.
• CENOMAR is valid for 6 months
• Entries in the CENOMAR must be complete and correct full name of the contracting parties and their parents.
3.) Original and four (4) photocopies of valid passports of contracting parties.
4.) One (1) passport size colored picture of both contracting parties.
• Marriage license is valid for 120 days from the date of issuance.
• The marriage license will be released only after the marriage banns have been posted on the Philippine Embassy Bulletin for ten (10) consecutive days.

Additional Requirements:

For annulled applicants
• Present the original and four (4) photocopies of authenticated Judicial Decree of Annulment or Declaration of nullity of his/her previous marriage apostilled by the DFA.
• Original and four (4) photocopies of the annotated marriage certificate issued by the PSA

For widowed applicants
• Submit original and four (4) photocopies of death certificate of former spouse from (PSA) and apostilled by the DFA

For divorced applicants
• Submit original and four (4) photocopies of the court order recognizing the divorce decree obtained abroad.

For applicants aged 18 to 21 years
• Personal appearance of parents and their notarized Affidavit of Parental Consent.
• If parents are not residing in Morocco, the notarized Affidavit of Parental Consent must be authenticated by the DFA or the Philippine Embassy or Consulate nearest the place of residence of the parents.

For applicants aged 22 to 25 years
• Personal appearance of the parents and their notarized Affidavit of Parental Advice
• If parents are not residing in Morocco, the notarized Affidavit of Parental Advice shall be authenticated by the DFA or the Philippine Embassy or Consulate nearest the place of residence of the parents.

Processing Fees:
- Marriage Solemnization: 600 DHS/60 USD
- Notarized Affidavit of Parental Consent or Advice: 250 DHS/25 USD

III. LEGAL CAPACITY TO CONTRACT MARRIAGE/CERTIFICAT DE DECHARGE

A Filipino citizen who intends to get married in any local authority or church in Morocco has to secure a Certificat de Decharge / Certificate of Legal Capacity to Contract Marriage from the Philippine Embassy.

General Requirements:
1.) Personal appearance of the Filipino.
2.) Duly accomplished application form for Legal Capacity to Contract Marriage.
3.) Original and photocopy of birth certificate issued by the PSA and apostilled by DFA.
4.) Original and photocopy of CENOMAR issued by the PSA and apostilled by DFA (CENOMAR is valid within 6 months from the date of issuance).
5.) Original and photocopy of valid passport of parties.
6.) Original and photocopy of National ID (for Moroccan citizens) or Residence ID (for foreigners residing in Morocco).
7.) One (1) passport sized colored picture of parties.

Additional Requirements:

For annulled applicants
• Original and photocopy of authenticated Judicial Decree of Annulment or Declaration of nullity of his/her previous marriage apostilled by the DFA.
• Original and photocopy of the annotated marriage certificate issued by the PSA

For widowed applicants
• Original and photocopy of death certificate of former spouse from (PSA) and apostilled by the DFA

For divorced applicants
• Original and photocopy of the court order recognizing the divorce decree obtained abroad.

For applicants aged 18 to 21 years
• Personal appearance of parents and their notarized Affidavit of Parental Consent.
• If parents are not residing in Morocco, the notarized Affidavit of Parental Consent must be authenticated by the DFA or the Philippine Embassy or Consulate nearest the place of residence of the parents.

For applicants aged 22 to 25 years
• Personal appearance of the parents and their notarized Affidavit of Parental Advice
• If parents are not residing in Morocco, the notarized Affidavit of Parental Advice shall be authenticated by the DFA or the Philippine Embassy or Consulate nearest the place of residence of the parents

Notes:
• The Certificat de Decharge will be released only after the marriage banns have been posted on the Philippine Embassy bulletin for ten (10) consecutive days.
• After the marriage solemnization, contracting parties are advised to file as soon as possible a Report of Marriage with the Embassy (Please see Report of Marriage for complete requirements).
