GUIDELINES FOR THE CONDUCT OF VIDEO CONFERENCE HEARING AT THE PHILIPPINE EMBASSY IN RABAT, KINGDOM OF MOROCCO
1. Pursuant to Section IV of the Supreme Court of the Philippines’ Administrative Matter (A.M.) No. 20-12-01-SC, the Philippine Embassy in Rabat, Morocco (“Embassy”) may facilitate the conduct of videoconference hearing (VCH) at its premises at the following address:

You need JavaScript enabled to view it.), copy furnished the Office of Treaties and Legal Affairs (OTLA) of the Department of Foreign Affairs (DFA), Manila (This email address is being protected from spambots. 3. The request form should be accompanied by the following:
- The case name and identifying number of the case;
- The names and addresses of the parties and their representatives;
- The nature of the proceedings;
- A summary of the claims and defense;
- Regarding the witness in Morocco from whom the evidence is to be taken via the videoconference hearing:
- The name, nationality and address of the witness;
- Confirmation that the witness is giving evidence voluntarily;
- The relevance of the witness to the case, including whether the witness is a witness of fact or an expert witness;
- Whether the witness is represented by counsel; and
- The reason/s why the witness is providing evidence remotely from Morocco.
4. The conduct of VCH must be scheduled at least one (1) month ahead of time in order for the Embassy to undertake administrative preparations. In view of the time difference between the Philippines and Morocco, the Embassy may only accommodate videoconferencing hearings scheduled between 09h00 to 11h00 AM (Morocco time) or 16h00 to 18h00 (Philippine time). The concerned party (litigant/witness/lawyer) shall coordinate with the Embassy regarding the VCH schedule and convey the same to the Court so that the latter could reflect the same in the Order to be issued. The duration of the VCH must also be pre-determined to avoid disruptions in the functions of the Embassy.
5. The Embassy must be furnished by the requesting party with a copy of the Court Order approving the conduct of the VCH at least three (3) working days prior to the scheduled hearing. 6. The concerned party (litigant/witness) must settle the payment (cash only) at least one (1) working day before the scheduled VCH. An official receipt shall be issued for all fees paid by the litigant or witness. The schedule of fees are as follows:
7. The Embassy will only provide a suitable room for the conduct of the VCH. The concerned party (litigant/witness) must bring his or her own equipment (laptop/tablet with camera and built-in microphone), powerbank, and portable wifi connectivity for use. The concerned party (litigant/witness) shall also use his or her own log-in details of the videoconferencing platform to be used by the court.
8. The concerned party (litigant/witness) must be at the Embassy premises at least thirty (30) minutes before the scheduled VCH to allow him/her to settle and set-up the equipment needed for the VCH.
9. Unless expressly allowed by the court, no companion shall be allowed inside the room.
10. The duty of the Embassy personnel shall be limited only to verifying the identity of the person/s appearing before the VCH through his/her valid passport and/or other valid government-issued identification card.
